Georgia Foster Care Fraught with Private Abuses, Public Excuses

While many foster parents seek to provide a safe environment for abused children, most children separated from their parents and placed in state custody are at greater risk of abuse and neglect. The problems facing the Georgia child welfare system are examples of why keeping families together is far safer for most children than placing them in state custody.

One agency, for example, repeatedly used anti-psychotic drugs to subdue misbehaving children.
